Failed Applying `provide-infra-lma` Phase in Multi-Tenant Reference Site #178

Describe the bug When applying provide-infra-lma phase the namespace didn't exist and apply failed. As a workaround applied SIPCluster resource manually

Expected behavior A clear and concise description of what you expected to happen.
