ucp postgresql chart loading is failing.

Describe the bug ucp postgresql pods are not coming up. Pod creation not started due to helm charts.

Steps To Reproduce Maintain treasurmap version @ https://github.com/airshipit/treasuremap/commit/2227df4a8d60581974f49501265c0b8230fbf414 and follow the steps to bring up genesis node.

Expected behavior ucp postgresql-0 should comeup.

Issues is addressed with the right version of the image for postgresql-htk and tested by the reporter.
