Implement CI/CD and validation/gating to vino-builder #11

Problem description The vino-builder image currently has no tests/gating to validate functionality during a build. This increases risk of changes breaking existing functionality.

Proposed change Add CI/gating to validate vino-builder:

Ability for container to create libvirt pools, networks, volumes, and domains based upon input configuration
Verify that container indicates proper success/fail status

Issue https://github.com/airshipit/vino/issues/5 exists to move vino-builder to airshipit/vino repo. Once that is complete, this issue should be moved there.
