Add install instructions for Tomcat under FreeBSD and Debian 9+ #82

This adds some notes to the installation process under FreeBSD (for the tomcat8 package) and Debian 9+ (for the tomcat9 package).

(This makes me remember that I have no idea how to generate the docs site from markdown source ; is that documented somewhere?)

@fxthomas Ci is supposed to build this from the website repository. Some changes will be made so that we don't have to update the documentation sub-module in the website repo and have a nicer workflow.
