binascii.Error: Incorrect padding #101

Dear scholar, I found the code run one more time, it maybe throw exception"binascii.Error: Incorrect padding". SO I only upload again the tsv file . The exception could vanish. So I am confused it is not efficient to upload the tsv file again and again .
