AIP 69: List $AST on tip.cc bot #70

tip.cc can be used to tip other members and contributors, it can send coins to users who don't even have a wallet.

no minimums and no fees on tips
tip multiple users at the same time with no transaction fees

Some examples tip bot can be used to send tokens for:

Quick tasks and observations made by other members.
After each allocation epoch, if any member feels they want to allocate more tokens to another member.
Fun games and activities on Discord involving rewards for members who participate.

There is currently a listing fee of $1,000 for all new coins and tokens.
