Don't force py install #45

Don't require py to run setup, package can be installed fine without py, if
ppl want to run tests then make them install py.

we switched to nosetests in trunk so py is not needed anymore. You have the 
option to
use the code in svn trunk or wait for the next release (not scheduled yet 
though).
