ci: add github actions workflow

In order to make future PRs more easily managed we should try to run both the tests and the style checks as gihub actions

Also add the following small fixes

• update gitignore list
• add rpm target
• cosmetic and type fixes to ensure static checks target passes
• update stale README instructions
