Added binaries and signatures for Windows and Linux #42

This PR adds binaries and signature files for both Linux and Windows. The binaries are compiled with Webots R2018a revision 1 and meant to be used with this version. We tested it on Linux and Windows and it works as expected.

The execution permission is missing for the linux binary files. We will update them soon.

It's now updated with the correct permission rights for the Linux binaries.
