Fix 23:59 and 23:59:59 entries #22

By definition, the end points don't count as part of intervals. So there should be no constructs like 23:59 / 23:59:59 in the data set. However:

Some schedules have endTime 23:59 (while others have 24:00)
Also, some features have validTime endPosition "2014-12-31T23:59:59Z" which should be "2015-01-01T00:00:00Z"

@porosnie: Should we simply replace those values? Any objections?
