Better water shader #460

The water shader is not the greatest but looks ok from heigh altitudes.
However nearby the shader effect is not attractive. Some form of scaling of
the shader effect would be great so that water looks ok even when close-up.

You also could make the water reflect the land and mabye even the sky, That 
would make the shader alot more appealing
