KernelStats needs to be reorganized and needs unit tests #6

At present, KernelStatsWorker repeats the collection of neighbourhood data
for each requested statistic in turn. This needs to be reorganized so that
all requested stats are calculated from a single neighbourhood data collection.

Need to add unit tests for all of the stats functions
