Currently, there is no indication that this video has multiple original titles, so a DeArrow submitter may submit a title in only one language, which overrides the original title for the other language. For example, Radwimps - Suzume (ft. Toaka) [lyric video] (https://dearrow.minibomba.pro/video_id/Xs0Lxif1u9E) was submitted for the linked video.
A few proposals (I've mentioned them in the Discord at some point or another):
Check https://www.youtube.com/oembed?url= to find the original title, and check if it's the same as the currently displayed title
Cons: If a Japanese submitter sees the JP title and thus submits a JP title, they still override the localized EN title
Add a way to tag the submitted title's language upon submission
