Add multiple options for a downvote/report #232

Hi, there are different reasons why I sometimes hit the "report" button - sometimes I think the skip is wrong (e.g. cross promoting the other channel in a collaboration video or just an accidental skip), but other times I would just like to say "Yeah, this place should be skipped, but the start and end aren't really precise enough".

I would add the option for the user to specify why they are reporting a skip. But I would not make it mandatory. Then, the plugin can act on the feedback differently - e.g. remove wrong skips entirely, but keep inexact ones if no better alternative is available...

I've been thinking about this too. I have to brainstorm some ideas on how to use this in the distribution code.

I would also LOVE for this to give the user who submitted the bad skips a notification with that feedback...

I've seen a handful of VERY prolific users who are not very good at making smooth cuts or who make excessive tiny (<2s) cuts for things like the video creator saying "good morning" at the start of every video.

I'm specifically thinking about one VERY active user with a 47% ignored skip average... They obviously mean well and want to contribute. With a little constructive feedback could do a lot of good, but right now they're just wasting effort.
