add an anchor for each dataset?

for 3.1 thru 3.7 and 4.1 thru 4.12 and 5.1, add a new X.Y.Z subsection that demonstrates each calculation on the pnad_design and cps_design AND scf_design

break down by...urban/rural? not sure what geography is available in all three datasets
