Current Behavior: Even if language switcher is disabled on the site, translations can be added from the dashboard and these pages can be accessed in the respective languages by using the URL and navigating between pages in that language is allowed.

Expected: Allow adding of translations from Dashboard. However, should not display the pages. Should display a 'page not found' when the URL of pages in different languages is entered.
