Billing | Deactivate paid subscription should not be clickable if plan is already cancelled

Current: When a plan has already been cancelled, Change Plan and Deactivate plans are still available.

Expected: 'Deactivate plan' should be disabled. 'Change Plan' should be 'View Plans'

@seonad Checking status of braintree subscription will slow down the load of "Current plan" view (just like the paid subscription view) as it will involve a call to braintree. Hence, if subscription is canceled and user selects "Deactivate paid subscription" it will notify the user that the subscription is already canceled
