Ability to send the name of the tagged user in the comments mail only when a user is tagged #472

When a comment mail is sent, the name of the tagged user if any should be sent in the mail. Also require a short code for a tagged user in the list of short codes

was this discussed as part of development tasks and missed (hence bug) or is it being thought of for the first time (change request)?
