Verify|Incorrext screen displayed when number of attempts exceeded #265

Steps: Exceed the number of attempts for phone verification Go to enter verification screen, enter details and click on proceed

Current behaviour :Enter verification code screen is displayed at first and then 'maximum attempts exceeded screen' Expected behaviour :Maximum attempts exceeded screen has to be displayed
