error migrating issues in google code to github #84

What steps will reproduce the problem?
1.Try export to github for this project https://code.google.com/p/flash-videoio/
2.steps complete, but receive an email that it failed with "error migrating 
issues"

What is the expected output? What do you see instead?
correct migration.

Dumping all "error migrating issues" bugs to #88 for tracking purposes.

There are some reliability problems while migrating individual issues. And the 
more issues a project has, the more likely an individual issue migration will 
fail, causing the entire migration to be aborted.

You can safely delete the GitHub repo and retry the migration.
