Settle Talkgroup naming conventions #3

If names are the same, then re-importing contacts will not corrupt channels and RX groups in your codeplug. If they differ, you will have to go back into each corrupted channel or RX group and fix it.

So for this to be valuable, we have to never change a name, once it's been named.

Resolving this depends partly on #1. Resolving which name to use when DCI and BrandMeister disagree (#2) is also important.

It turns out that while the CPS won't allow you to add duplicate groups manually, you can import as many as you like. The channels will use the one that matches, and the radio will use the last one it saw. So instead of having just one name, we can use many naming conventions to do the least damage.
