SESSION_DB_HOST in config and dbmaint

I see the addition of SESSION_DB_HOST in index.php. Thx! This should be added 
to the config file as well. 

Once that is done you could add SESSION_DB_HOST to function config {} in the 
dbmaint script to allow it to create/delete openfpc databases on remote mysql 
database servers.

Added SESSION_DB_HOST to default config as 127.0.0.1

Ill come back to the dbmaint script at a later date.
