If mergecap does not exist where OFPC expects it, no good error message is 
logged when running in daemon mode.  In non-daemon mode, you will see "Can't 
exec "/usr/bin/mergecap": No such file or directory at 
/usr/local/share/perl5/OFPC/Common.pm line 1046", but this is not forwarded to 
syslog.
