Describe the bug Meeting Workbook Transfer doesn't support the new Congregations Database.

To Reproduce Steps to reproduce the behavior:

1. Create a MWT file with version 24.1.0.
2. Try to import the MWT file.

Expected behavior Congregation and Speakers should show in the drop-down lists on the Weekend Meeting Editor.

Additional context The MWT file format should include the required congregation / speaker details and update the target database as necessary.

This issue is now resolved and will be available in version 24.1.1 when it is released.

• The Congregation and Speaker information is included when transferring to MWT.
• The Congregation and Speaker information is merged when transferring from MWT. Merging follows these rules (in order of priority):
  1. Merge Congregation if it does not exist in the target database.
  2. Merge Speaker if it does not exist in the target database.
  3. Otherwise replace all assigned talk outline numbers.

[!IMPORTANT]
MWT transfer files that were created with older versions of Meeting Schedule Assistant can't be imported.
