postgres storage implementation #181

@gwoo pointed me toward this and I wanted to wire up postgres for storage. Appears to function as intended and includes tests but if you could, please review this when you get a chance. mahalo!

hm -- not sure I follow the circleci vendor/dependency management strategy so I'm going to wait for feedback on resolution there (might reset last commit?)
