Make a default webui embeded #253

By default webui is embeded. Use option --webui-path to set a path from filesystem.

I thought about it, and I am going to prefer #241 since it will allow Kala to keep the Go requirement down at 1.13. That's possibly silly, but I have been a victim of version requirements leaping ahead too quickly for no reason and I don't feel like perpetrating it on others.
