Make a Readme for Optional Files #32

The optional files could definitely use more exposure [...] metal venger1

Requires:

[x] Short description, what the mod is about.
[x] Add a full list of cheat codes, likely in the ocp readme, not optionals readme.
[x] Installation instruction (at least for the ones that are different to install). Rampage - All the optional mods currently are either in zip/rar or separate game folder formats.
[x] Important comments about them, such as limit issues.
[x] Credits if known (mostly UltraMegaMagnus, some Optional Files mods have a readme).

Readme Installation instructions are in the works. Limit issues are not documented and there may be none. Credits will be added by ak2yny.

Thank you, these changes probably make installation clearer. There are still some that are in an archive and others that aren't (and the whole thing will be an archive eventually, which can't be installed like any other mod). An installation instruction in the Readme would help.

@UltraMegaMagnus suggested that we could remove some of the optional files: #43 Not sure if I agree, since these file may be useful for some, and they are not really confusing with good instructions.

I asked metal venger1 about the installation instructions, and he will make them. Thanks.

I also don't agree in removing them. If anything, just make sure we label those mods as not compatible with the EXG inside the optional folder of OCP.
