Improve UX by adding a button to scroll back to the top

Problem under consideration:

I realised that when I scroll down to the bottom of any page, there is no button to scroll back to the top. In future, when you'll have multiple projects listed, you'd want the user to be able to scroll back to the top to improve user experience.

Proposed solution:

I'll add the required button which will be visible on all pages.

Kindly assign me this issue under the GSSOC '23 so that I can start working on it asap.

@ak736 kindly provide the package.json file for this project, otherwise, please let me know how do I install the necessary dependencies. Alternatively, please provide a list of dependencies that i should install.
