ParseStream broken in partial = false #33

What steps will reproduce the problem?
Call ParseStream with partial = false

What is the expected output? What do you see instead?
Crash

Please provide any additional information below.
Refer to unused local variable st.  It is reference by tok._char_offset.

Suggested fix attached.
