Not Utilizing Processing Power #255

I may be encountering a bug where Dandere2x is failing to utilize free processing power. The upscaling is working but very slowly. It's not putting any strain on my CPU or GPU resulting in about 7s/frame performance. I expected nearly full GPU usage but the behavior I see is no GPU usage and sometimes the CPU will spike up to 30%.

Dandere2x Version: 3.6 Waifu2x Type: Vulkan OS: Windows 10 Specs: AMD 3600, Nvidia 2080, 32GB RAM

This user on the subreddit reported .6 sec/frame using the same GPU but on a lighter workload, 2x-ing 480p.

Try using "process type - multiprocess"
