(Work In Progress) PR that includes DeadSix27/waifu2x-converter-cpp #286

Currently working on this PR to include DeadSix27/waifu2x-converter-cpp inside the docker image.

I've created 2 options:

Dockerfile This is adds DeadSix27/waifu2x-converter-cpp but still runs on ubuntu 19.10

Dockerfile2 This adds DeadSix27/waifu2x-converter-cpp and is also upgraded to ubuntu 22.04 I would suggest checking this out (See: https://hub.docker.com/r/devedse/dandere2x)

It's not fully working yet, see: https://github.com/akai-katto/dandere2x/issues/283
