Updating terraform from 0.13.6 to 1.0.4

Updated version + checksum.

@akamaimike this seems fine to me, thanks for doing this; quick questions:

have you built the images and verified the build completes?
have you run the unit tests ?

The easiest to complete the above is just to merge and push to the dev branch, that will trigger travis and all that will get done for you; afterwards you can use the :dev tag to run some tests if you wish.

The build failed (https://app.travis-ci.com/github/akamai/akamai-docker/builds/240214048), we need to reboot this PR with the following adjustments.

target master
test builds against dev branch (manual merge, not via PR)
