Changes from install to postinstall, so we can depend on the local installation.
Splits commands into two NPM scripts: bower-install and webdriver-manager-update, so NPM can handle the relative paths ./node_modules/.bin/ OK (when combined with && it wasn't working for the second command on Windows).

The two test failures are known intermittent issues:

e2e/21-continuity/34-keep-going-api-beacon: Should have set the Time to Interactive (c.tti) | expected 5171 to be <= 5151
e2e/05-angular/00-simple: Should take as long as the longest img load (if MutationObserver and NavigationTiming are supported) | expected 3374 to be close to 3212.4900000000025 +/- 100
