restructure project to have a package hanabi_ai under root #123

giant and gross passes local tests and linting is a simple command. checking Travis results, then will branch pylint results off of it

I think this is the answer to relative vs absolute imports. I'm mostly asking if you like the directory structure, I only adjusted imports within the files themselves
