Correcting Turkish Characters in Turkey Province List #157

Turkey Province List does not have turkish characters. It should be fixed.

The library does not have turkish characters so I corrected it with this solution: I created a list with turkish characters and when country of a community is selected as Turkey, this customized list fills the province list in the community creation form.
