Allow lease rates to change dynamically without redeploy #48

Is your feature request related to a problem? Please describe. Right now we pay providers in AKT, which has volatile value. Lease rates are static, so as AKT increases/decreases in value, we end up overpaying or underpaying for resources.

Describe the solution you'd like Deployments should be able to have their lease rates adjusted to the current prices without requiring a redeploy. This makes it trivial to ensure that one is not over or under paying for resources without having to deal with redeploying.

This is a good idea but is not something we are actively working on at this time.
