transactions: gas prices #72

Enable and document gas prices. They can be low/zero to begin & adjustable via governance.

have been documented that here https://github.com/ovrclk/helm-charts/blob/6623bc9c50ca60e3d/charts/akash-provider/values.yaml#L48-L73 the other day,

but probably worth moving that somewhere to https://docs.akash.network/validating and having a reference link, agree?
