Update iri.conf file #25

It would be great to update the iri.conf or at least something like peers.conf file.

The problem with this is as follows:-

IPM may not have a read/write access to iri.conf Adding this will expose an interface to publicly available UI, as many users use it over the internet. User will not be able to know why and when he added the Peer.
