Support for peers.conf to update config files

Hi,

Unfortuntely, this functionality conflicts with the design goals of IRI/IPM.

I have avoided saving peer information anywhere else than IRI conf. This should be central place in keeping all your peers. If user needs to add/remove peer, he should be aware of what he is doing.
