Add "pass-next-stitch-over" to the specification #11

This is like "pass-previous-stitch-over" but in the other direction (sts past 
the working st being passed over the working st). It should take an integer 
parameter to indicate the st to pass over (i.e. it would be how many sts past 
the working st).
