Windows AMD GPU performance issues #128

Describe the bug Windows AMD GPUs seem to bring some horrible performance where the game will just start to lag randomly. Most usually after a room transition. Way to fix this is also random, but I had the most success by just alt tabbing until performance goes back. Changing In-game settings do not reduce the lag, or the chances of lag happening.

I noticed that the game causes a 100% GPU usage. Might be relevant.

Also worth noting: GameMaker's FPS monitor always shows the same fps number, which is different to Akatoris FPS monitor (600vs(15-60))
