Backend testing is flaky

This may happen, both in local development and in CI:

Step #1: warm-up      |     ✕ Central user information is distributed to a project where the user is a member (24002 ms)

Expected:

• The tests should never time out (but pass)

Actual:

• There is some BUG that causes this test to not always execute.

Work-around:

• avoiding that test for CI, for now
