Describe the bug With the NoMobSpawns flag set, passive mobs still spawn

To Reproduce Steps to reproduce the behavior:

Set no mob spawns
Passive mobs spawn

Expected behavior No passive mobs spawn

Screenshots or Videos N/A

Configs: N/A

Versions:

GriefPrevention version - 16.18
GPFlags version - 5.12.4
Server version - 1.19.1

I could not reproduce your issue. You are a little outdated but I believe there's been no changes to the codebase regarding NoMobSpawns since you last updated. Can you send a a list of your plugins and a video that better shows the exact issue youre having?
