Describe the bug OwnerFly enabled, user flies within their claim, but if they /warp resource (which in our case is a seperate world manged via multiverse), will allow the user to retain and fly around.

To Reproduce Steps to reproduce the behavior:

With OwnerFly enabled on a claim.
Create a seperate world with Multiverse.
Create a warp /resource to that world.
You can fly indefinitely.

Expected behavior A user can fly indefinitely when outside of their claim.

I couldn't reproduce this on my server with 5.13.

If you are on 5.12.11 or earlier (and this feels like the most likely case since I reworked fly in 5.13), try testing on the official 5.13.1 release from modrinth.
If you are on 5.13 can you check builds 38-42 from jenkins fixes the issue? Those have an increased delay after teleporting before trying to check for flight. Note that build 43+ reduced the teleport delay back to what it was in 5.13
