[DSM] Add mixed capability to checkbox in TableRow component #20343

Description

Following this ticket, we (Shared Catalogs team) need to use the "mixed" checkbox within the "Table" component. This PR adds this possiblity by allowing the isSelected prop to be "mixed" (in addition to true/false)
