Seems like this is not possible until Amazon or Hubitat changes something:

Closing issue for now. It seems like Amazon's Alexa devices cannot play custom MP3 audio files. As such, with 3.0, a TTS message is played instead of an Adhan audio file for devices that cannot playTrack.
