Update EIS-M Documentation #319

This PR is to align our GitHub presence with documentation contained within Azure DevOps -> Dpa-Eisr-DevSecOps

Minor tweaks (fix VSTS references and updated links) to the following files:

Created new folder (azure-devops) for the below files:

The above files were located within the archived 'DevSecOpsMVP/VSTS' folder. I created new files from updated content located within Azure-DevOps -> Dpa-Eisr-DevSecOps.

Looks good -- we have a naming convention overrun between GitHub and DevOps documentation repositories. We use PascalCase for most of our DevOps repos but dash-case for GitHub. I don't think we need to align everything but should try to keep it consistent for each repository.
