Create User Story Standards #358

To Add the User Story Standards to Github

Document content is good but needs a few formatting changes and the file name should be renamed and also include .md otherwise it doesn't display properly. I would probably rename to user-story-standards.md

I think you should look at the "Code" page of the how-we-work.md file and use as an example. Should use the Markdown document headings # and ## and ### etc instead of those <span> tags. And I commented on a couple other things you can just remove (center and div tags that aren't doing anything). Didn't go through the whole document but you will get the idea.
