It might have just been to review the content and make sure it made sense outside the context of the DPA procurement. It might not need to change if it still makes sense.

Mark - you are correct. This is just a general 'review & update' (or leave the same) as appropriate to this purchase. This language was just cut & pasted from the DPA RFP.
