Verify AK Bidder Preference #21

In Section 6.11, we need to verify of the State of Alaska bidder preference will apply to this project.

Not yet - Just sent another inquiry today; original query was on 3/1

@mheadd and @susanjabal Here is our guidance from ACF on this: I am told that a state can have a requirement that tells the vendor they must do the work in the state (or be at a location), have an onsite/state presence or office etc., and I assume you could give points for that (if your state procurement policy allows it and it doesn’t restrict competition unreasonably). I am told there may be more restrictive language in the farm bill that authorizes FNS systems etc., but I am told we defer to state policy on this issue as long as it doesn’t unreasonably restrict competition.
